Subject - food and transport at subsidised cost
Dear Sir/Madam,

ours is a PSU under ministry of chemicals and fertilizers based at chennai manufacturing fertilizers indstry.Due to recent pay revision, perks system is to be introduced under cafteria system to supervisors (around 430 supervisors).Pl clarifie subsidised food facility comes under perks or any industrial act that subsidised food should be provided at industry area if so act name no etc., details, or any provsion to provide subsidised food and transport facility with out affecting perks system of 50% basic total.
Request experts in these areas to guide me

Dear Krishna Nagesh

To give subsidy to employees, please sponsor Gas and Provisions required for your canteen and book the cost in Employee Welfare / Labour Welfare, which will attract tax exemption, by which, employee also will be benefitted alongwith the company by reducing the tax payment.

The DPE guideline specifies that perks and allowances are limited to 50% of Basic pay. The canteen subsidy provided can be taken as a perk for calculation of limitation. But many PSU's have not done this. However as per factories act employer shall provide food in the canteen on no loss no profit basis. For calculation only ingredients is to be taken. Expenses on building, fuel,staff cost to be excluded.

It's nice to know all that one can do for the employees by way subsidised food and beverages at work place. But one must be cautious to see that the facilities are not misused by workers.As well as canteen operators.

Dear Dr Vasudeva Reddy

The facilities being provided to employees are as like an ice cube being shifted from one hand to other till the last person. Whoever handling the melt water particle will leave its part in the hands of the persons passing the ice cubes. Like that the facilities whatever we are planning to give to employees, surely some part will be used by the workers, which cannot be avoided. So we must procure accordingly after taking into account of those workers involved in such activities.
