You can simply instruct him to see the material and let him assess on site about the quantity and quality of the scrap and fix the rate. Select the best rates you have received and instruct the selected party to pay the amount through DD or Cheque and instruct him to remove the scrap from the site. This is the simple way. Here you can have some quotation received from various scrap contractors. Make a comparative statement and select the best rates and get approval from the appropriate authority before passing instruction to the Scrap contractor. All the best
