Hi all
Iam a HR Professional of a Manufacturing concern at W.B. In this regard i want to clarify one issue, which is prevailing in our industry. In our factory the major portion of our workers are contract labours, for e.g. contract workers strength is around 1300 and our company' s workers (that is mainly some operators, electricians, maintenance personnels) etc are around 200. Is it feasible? As per my knowledge goes, one industry can't do there perennial nature of job through contract labourers, though many company are doing such things, what type of balance should we follow regarding this issue. Please help me out at the earliest.

you are absolutely correct.basically contract labour is hired for loading/unloading,housekeeping packing/depacking and can not be used in continious process
or u can say manufacturing process.even we are getting licence for this purpose only.
regrding ratio it should seems to be reasonable.in your case it does not seems to be reasonable.

Have you read this anywhere that only these type of manpower could be deployed on contractor roll & upto this % contract labour could be deployed.

the purpose for which i have written is practical as autorities are giving licence for this purpose only.
as you have asked whether it is written anywhere .pls preliminary section of contract labour act ,where it is written contract labour can be used for work which is of casual or intermittent nature.
dear suppose i am working in garment industry,you break up our nature of work
1.procurment of raw material
2.checking of raw material
3.cutting of fabric
4.stiching of garments
etc
if you see no work is of casual nature ,so how can i hire contract labour but this industry
is almost running on contract.Practical and legal position is different.Even contract labour is not permitted for any type of work in engineering industory in UP.Govt has notification for that .Still everything is going on.
How much % casual labour should be there . It is very difficult to comment on this.

You can hire people on contract only if the nature of work is not of continuous. i.e if a particular position is not required continuosly for the smooth functioning of your Co .

But if a particular position is on seasonal, non continuos or project based then you can hire people on contract.

You if any of those people working on contract can prove that thier nature of work is of permanent kind then they can win the battle.

There is no fixed % for permanent and contract employees it all depends on the nature of the job in that Co.
