To start with a shopping Mall Simply means, You want to start with a commercial omplex. In my view the following things will be required.
1. Land use of the land need to be changed to commercial from the local authorities.
2. NOC need to be obtained from the departments like Fire Department, Muncipal Corporation, Local Development authority. Further the building plans also need to be approved by these very departments.
3. With the start of the shopping mall, For electric Installations approval shall be required from Electrcity board, and with installation of DG sets etc and for discharge of sewage and other wastes permissions / authorization/ approval shall be required from Pollution control Board.
4. Apart from it the authorities normally issue NOC subject to conditions like proper fire fighting provisions, confirmation to building bye laws, Height of the building do matters if the building is near any airport or aerodrome.
Other requiremebnts depends on the location of the Shopping mall.
