Difference between Service code & Standing order

Subject - Difference between Service code & Standing order
Dear Sir
Can anyone explain me in details the difference between the standing order and service code?

if standing order is certified,further service code required or not?
The service rule,HR manual are required when standing order certified?

may pl. explain.

Standing orders have authenticity of law. therefore any in-house made service code / rules would not govern upon the standing orders.

However if some staff does not fall under the perview of the standing orders then in that case a civil suit can be filed for damages as per the rules of in house service rules or individual appointment letter
