Before commencing the publishing/printing of the newsletter, you have to file a declaration as per Form I of THE REGISTRATION OF NEWSPAPERS (CENTRAL) RULES, 1956. You may also refer the THE PRESS AND REGISTRATION OF BOOKS ACT, 1867. Hope my reply is in line with your query.
