departmental inquiry vs promotion

Subject - departmental inquiry vs promotion
i am working as scale III officer in PSU and want to know
01. is there any time limit for vigilence officer to complete investigation and submit report?
02. is there any time limit to complete departmental inquiry after issuing chargesheet?
03. is there any provision to punish the disciplinary authority to drag the inquiry for unreasonable period?
04. if promotion is denied to chargesheeted officer due to pendancy of inuiry, what is the relief available after completion of inquiry, in case no major panalty is imposed.
please advise and help me.

our advice is:
01. there is no time limit for vigilence officer to complete investigation and submit report but there are three months time limit from the time of complaint to file chargesheet but also depands upon the company policy.
02. there any no time limit defined in our law to complete departmental inquiry after issuing chargesheet it may takes three days or ten years.
03. there is no provision to punish the disciplinary authority to drag the inquiry for unreasonable period but you cannot explain the defination of unreasonable period.
04. if promotion is denied to chargesheeted officer due to pendancy of inuiry, the relief available after completion of inquiry, in case no major panalty is imposed is he can take the promotional banefits after completion of the inquiry from the date of promotion due (all relief will be provided only if the chargesheeted person is not found guilty)

Subject - Limitation of inquiry
It is intimated that you said there is no limitation of enquiry, But under the rules its time is for three months which can be extended to six months after this Govt. sanction is necessary under rules of the Govt. THE TIME CAN BE EXTENDED only IN exceptional cases.

Cours takes a serious view when the enquiry not completed with in the time frame .

Extended unreasonable time for the enquiry amounts to the uncessary harassment of the employee.
