Subject: Rights of Proclaimed Offender/Absconder
I shall be grateful if any one could explain rights of a proclaimed offender/abseconder in following terms:-
1. Whether his absondance absolutely debar him to lodge a petitioner or complaint with the competent court of law in respect of his any grievance.
2. Whether an absconder/PO can lodge a petition/complaint with court of session or magistrate through an advocate, in respect of any grievance faced by his family member.
3. At what extent, he debars from his fundamental rights to sue or to lodge petitioner or complaint.
