What legal action should be taken against any manager who issue fake appointment and experience letter to employee who are very close to him..? without management approval, will such folly effect company in any way?

A case of fraudulent activities can be initiated against both the Manager as well as employee/ candidate(s) whose fake employment and experience were provided. The Company might also consider termination of the concerned people's employment.
I believe it is the Company's moral and social responsibility to nip in the bud wherever such wrongful conduct is discovered. Not taking appropriate action against such activities will most certainly create a very negative image of the company. Business as well as credibility would be severely affected.
