While the provisions of the Delhi Shops and Establishments Act would apply to the entire National Capital Region/ Territory, I believe the converse cannot be held true.
You could take a look at the Schedule to the Punjab & Haryana Shops and Establishments Act- this describes the places covered by the Act.

Almost all the S&E Act covers the same points. Hence if you follow any one will serve your purpose.
Further if the office is available in Gurgaon then you have to register your establishment in Haryana and if the same is located in Delhi then obviously the office must be registered as per Delhi S&E Act. If you have office in both location you must register your establishment in both states.

Shops and Establishment Act is the state act and not central act. So the Establishment situated in Gurgaon will requir to be registered under the Punjab Shops and commercial Establishment Act, 1958 and the Establishment situated in the Delhi state will requir to be registered under the Delhi shops and establishment Act, 1954.
These are the separate registrations under the two different acts of legislation.
