Dear Dr. Verma ji,
FRI means a report of commission of cognizable offence given to police which is recorded by police under section 154 of CrPC. Cognizable offence means an offence which a police officer may arrest the offender without warrant.
Section 149 confers on police to prevent the commission of cognizable offense.
You need to file FIR and the police has to do investigation and collection of evidece.
For lodging FIR, there is no need of permission by medical board.
Regads.
