उ0प्र0सरकार के तृतीय श्रेणी कर्मचारी ने 89 दिन मेडिकल लीव के बाद एक सरकारी आयुर्वेदिक मेडिकल कालेज के प्रोफ़ेसर (M.D.)का मेडिकल और फिटनेस सार्टिफिकेट प्रस्तुत करते हुए कार्यालय ज्वाइन कर लिया । कार्यालय द्वारा एक माह बाद मेडिकल और फिटनेस सर्टिफिकेट को काउंटर साइन हेतु C.M.O. आफिस *ेज दिया गया । C.M.O. आफिस से 15 दिन बाद यह प्रमाणपत्र दिया गया कि -"कर्मचारी उपस्थित हुआ और कार्य के लिए स्वस्थ पाया गया अतः काउंटर साइन किया जाना सं*व नहीं है । अतः मूल रूप में वापस किया जाता है ।"
कार्यालय में उक्त प्रमाणपत्र प्राप्ति के 20 दिन बीत जाने के बाद *ी मेडिकल लीव स्वीकृत नहीं की गयी है कि-काउंटर साइन नहीं हुआ है तो मेडिकललीव स्वीकृत कैसे की जा सकती है ?
मैडीकल लीव स्वीकृत न होने से कर्मचारी का 4 माह का वेतन रुका है ।
कर्मचारी को क्या करना चाहिए ?

After 89 days of medical leave a class-3 employee joined office and submitted medical &fitness certificate of a profecer (M.D.)of Government ayurvedic midical college.
After one month office sent his medical and fitness certificat To C.M.O. to countersign.
After 15 days C.M.O. office returned the letter with this certificate saying-"candidate appeared before me, examined and find fit to join his duty so countersign can not be possible " so return original.
As countersign is not made ,office not sanctioning medical leave and 4 month pay is pending/not drawn.
What should be done to sanction medical leave and 4 month pay.
Please show the legal process and rights.
