Would the PF authorities have the right to penalise an institution for non-payment for about 25 years. A code number allotted without applying. No PF contributions recovered from employees in 25 years. There has been no inspection by PF authorities during the last 25 years either.

This is a very good question to put the PF authorities on the dock.
I may be convinced that PF is not payable by me. However, I should be guided by those who are enforcing the legislation. If they sleep over the matter and raise the issue for the first time, I should also have the clarifications from the authorities. I can always dispute the interpretation.
Pl don't be submissive. Ask for clarifications. Find out if similarly circumstanced employers are being covered.

please give complete details of your establishment, factory/ nature of industry ,product manufactured, number of employees , and since when in existance, date when the establishment had 20 or more employees. so that proper advice can be given
