This is ther most un ethical practice adopted by the employers. This only reflects on the type of employer you are being associated with.
Dont worry over it, but handle this with care. You must get an ACKNOWLEDGMENT that the original cerificates have been taken. (Insist on this).
Such employers can be made to face the music. Have guts to do it.

IT IS LEGAL........If you are signing an agreement with the employer/Company and
It is mentioned clearly in the agreement that the Company is holding your academic
certificates for reasons..(so and so).....with the details of your Certificates received
by them.. ............ ELSE it is clearly an unethical act and uncovered under LAW.
For attention of all other new joiners (in my opinion and for safety):
Be careful while signing the agreement and submitting your Certificates,
You should read and understand carefully before signing, (in case of any doubts you
can take a photo copy in your phone and and take a legal opinion before signing).
You must get an acknowledgement for your submitted certificates, from the Employer
duly signed by the Authorized Signatory who is authorized to sign and also authorized
by the Company Board of Directors to sign on behalf of the Company and stamped
with Company seal (this can be read or known from the Company Rule Book, if not
mentioned in the book...... you can get clarified from the HR-Officials Recruiting).
Do not accept if any junior level employees are signing the acknowledgment without
proper authority and signed without Company Seal.
You must have a copy of the agreement signed by you and the representative of the
Company (as said above) for your future requirement in case of any legal disputes.
